  1. 1Take elastic-waist shorts that fit you well. Lay them flat, don't stretch the waistband.
  2. 2Measure the relaxed waistband at the top from left to right (A). That's it.

The waistband is elastic, values are measured relaxed. Compare with shorts whose waistband sits on you like that.
